Presentation

PLANAPP – Centre for Planning and Evaluation of Public Policies – is a State body that aims to support the definition and implementation of public policies, as well as forward-looking analysis. Its main objective is to monitor and strengthen each phase of the public policy cycle – planning, monitoring, evaluation, and impact assessment – by promoting the development and consolidation of methodologies and skills, both internally and within the public administration, that are essential for high-quality public action in these areas. This work is geared towards the development of Good Public Policies, with a positive and lasting impact on the construction of a Better Society.

Ambition

We aim to be a leading institution, at both national and international levels, integrated within the Centre of Government, and actively contributing to the development of Good Public Policies that lead to a Better Society, a goal we intend to support, seek to achieve, sustain, and strengthen through:

Quality of the activities carried out and their impacts;

Innovation, benchmarking and the sustained implementation of best practices.

Mission

To create value, at the service of the Government, the State, Organizations and Citizens, by contributing to the existence of Good Public Policies, including:

Foresight, planning, monitoring, evaluation and impact analysis activities;
Promoting coordination, collaboration and articulation between public structures and services, with civil society, relevant national and international institutions;
Contributing to the definition of strategic guidelines, priorities, indicators, objectives, and appropriate targets;
Reinforcing the coherence of sectoral plans with cross-cutting strategic and planning options;
Communication, capacity building, and engagement of organizations and citizens;
Balancing internal initiatives with contributions to challenges set by the Government or other external entities.
