Overview
The National Strategy for Emerging Technologies (ETE) is an initiative coordinated by PLANAPP in conjunction with the National Innovation Agency (ANI) and the Foundation for Science and Technology (FCT, I.P.), with a public presentation scheduled for the first quarter of 2026. This strategy aims to guide long-term investment and technological innovation in Portugal by defining strategic priorities in three emerging technological areas: Biotechnology, Quantum Technologies and Advanced Materials.
These areas are considered fundamental for:
- Strengthening national competitiveness;
- Promoting Portugal’s strategic positioning in the European and global context.
Emerging technologies, characterised by their rapid development and high transformative potential, pose new challenges to public policies and require approaches adapted to territorial and social contexts. The strategy aims to respond to these challenges with a collaborative and evidence-based methodology, actively involving experts, institutions, companies and citizens.
Objectives
- Define strategic priorities for investment in emerging technologies, based on evidence and aligned with the country’s future needs;
- Promote the active participation of the scientific, technological and business communities, encouraging the direct involvement of experts and professionals in the process of co-constructing the strategy;
- Foster a collaborative and open process, valuing the contribution of various agents relevant to scientific, economic and social development;
- Identify challenges and opportunities in the areas of Biotechnology, Advanced Materials and Quantum Technologies, with a view to creating more effective public policies;
- Raise awareness and mobilise society on the importance of emerging technologies, through the dissemination of the strategic process and the collection of contributions;
- Encourage the active participation of stakeholders through working groups and public sessions.
Duration
The project will run from April 2025 to March 2026.
