Overview
Following the strengthening of the science-for-policy ecosystem in Portugal, PLANAPP – Center for Planning and Evaluation of Public Policies assumes the role of main national beneficiary of the European project “Evidence-Informed Policymaking for the Twin Transition (EIPM 2.0)”, funded by the European Commission’s Technical Support Instrument (TSI) and implemented by the Joint Research Centre (JRC).
In conjunction with a group of national beneficiaries (ARTE, CES, DGEPA, CLA), the project seeks to consolidate a coherent, multisectoral, and multidisciplinary ecosystem of evidence-informed public policies capable of supporting the green and digital transitions, as well as long-term socioeconomic planning. EIPM 2.0 builds on initiatives already underway in PLANAPP, such as the annual Science for Policy competitions, training workshops, and roundtables between decision-makers, scientists, and civil society, integrating them into a more stable and comprehensive institutional architecture.
Objectives
- Strengthen the role of PLANAPP as a center of expertise in EIPM;
- Consolidate the role of PLANAPP, as a government agency, in coordinating the national science ecosystem for public policy, supporting all stages of the public policy cycle;
- Build a framework for collaboration between public administration, the scientific community, and civil society, reducing the fragmentation of scientific advice and creating institutional mechanisms to integrate evidence into decisions on the green and digital transition.
Duration
The project will run from September 2025 to February 2028.
