Overview
The project aims to support the installation of the new Competence Centre for Planning, Policies and Prospective Public Administration (PLANAPP) through access to the experience of similar bodies in other OECD countries and to international best practices in the area of public governance.
It is divided into four modules:
- Module 1 – Public policies based on evidence, transparency and trust
- Module 2 – The institutional model for evaluating public policies
- Module 3 – Supporting political decision-making with prospective analysis
- Module 4 – A strategic vision for PLANAPP: its role in the framework of national strategic planning, collaborative work and public policy communication
Objectives
- Strengthen the institutional capacity of the public administration and support the installation of PLANAPP, promoting the capacity building of the new organisation in the areas of planning, foresight, monitoring and evaluation of public policies.
- To help encourage debate on public policies in Portugal and position PLANAPP within the public administration and society in general.
Duration
The project is scheduled to last ten months, starting in February 2022 and ending in December of the same year.
Project management
The project is co-managed by the OECD and PLANAPP teams responsible for implementing the project.
