Overview
A study to develop a framework for the strategic evaluation, monitoring and governance of industrial policy and its impact on business productivity and the competitiveness of the Portuguese economy, looking, among other dimensions, at Portugal’s position in terms of productive specialisation, industrial policy and the respective public policy options, both in the context of national and European responses (namely the RRP) and at global level.
The study is being carried out by Professors Ha-Joon Chang and Antonio Andreoni, as international experts from SOAS/University of London, and Professor João Silva from Iscte, as the national interlocutor. This is a joint initiative between PLANAPP, GPEARI, GEE and IAPMEI, which began to be conceptualised in March 2023. The with the study team starting work in January 2024. The team’s work began in January 2024.
Objectives
- Carrying out a strategic evaluation of the industrial policy in Portugal (instruments vs. objectives), including its historical trajectory and current context, and based on this evaluation, the development of a new multi-level industrial policy framework and respective benchmarking analysis;
- Development of a learning framework for industrial policy, including in the development of an M&E (Monitoring and Evaluation) framework, based on Theory of Change approaches, and its pilot test;
- Development of a governance model for industrial policy, including participatory models, enabling effective implementation and stakeholder involvement.
Duration
The project will run for two years, from January 2024 and December 2025.
