Supporting PlanAPP as a Core Competency Centre in Public Administration

Strengthen the policy-making process and the development of public policies in Portugal: support the establishment of PlanAPP as a key competence centre within Portuguese public administration.

Synopsis

The project aims to support the establishment of the new Competency Center for Planning, Policy and Foresight (PlanAPP) building on the experience of equivalent bodies in other OECD countries and international best practice in the area of public governance.

Aims / Strategic Approach

  • To strengthen public administration’s institutional capacity and support the establishment of PlanAPP, promoting the improvement of the new organisation in the areas of planning, foresight, monitoring and assessment of public policies.
  • Contribute to stimulating the debate on public policies in Portugal and position PlanAPP within public administration and society in general.

Activities and results/Components

The project aims to support the establishment of the new Competency Center for Planning, Policy and Foresight (PlanAPP) building on the experience of equivalent bodies in other OECD countries and international best practice in the area of public governance.

 

Module 1 – Evidence-based public policy, transparency and trust

Output 1 – OECD Trust Survey: an innovative quantitative dataset on determinants in trust in Portuguese public institutions

Output 2 – Report on trust determinants in Portugal: facilitating policy decisions and supporting their implementation

Output 3 – Capacity-building seminar with national stakeholders, including representatives from academic institutions and policy makers

 

Module 2 – The institutional model of public policy assessment

Output 1 – Report on the institutional model of public policy assessment

Output 2 – Capacity-building seminar

Output 3 – Final report with a set of key recommendations for public policy assessment institutionalisation

 

Module 3 – Supporting policy making through foresight analysis

Output 1 – Report on strategic foresight practices and resources

Output 2 – Capacity-building seminars on the integration of foresight analysis and innovative methodologies in public policy-making

Output 3 – Knowledge transfer and report on conclusions regarding lessons learned

 

Module 4 – A strategic vision for PlanAPP: its role in the national strategic planning framework, collaborative work and public policy communication

Output 1 – Key questions on the strategic role of PlanAPP in supporting the government in the strategic planning process and in setting high level priorities.

Output 2 – Virtual capacity-building seminar on the strategic planning framework of the whole government

Output 3 – Report on similar institutions in other OECD countries

Output 4 – Capacity-building seminar on public policy collaborative work and communication

Output 5 – A strategic plan for PlanAPP to strengthen and consolidate decision-making processes and public policy development in Portugal

Each module includes the preparation of a diagnostic document, a benchmarking report and the holding of one or more seminars involving national and international experts sharing experiences and best practice.

The project is scheduled to last ten months, starting in February 2022 and ending in December of the same year.

Project management
