The article Monitoring Public Policies: A Conceptual Analysis Applied to the Portuguese Casewhich is part of the Recovery and Resilience Facility and Cohesion Policy 2021-2027seeks to contribute to a conceptual reflection on evidence-based public policy, highlighting the relevance and role of monitoring in supporting policy decision in Portugal.

This paper explores the development of monitoring concepts and practices, mainly driven by international bodies and technological advances, notably Big Data and Machine Learning. The emergence of public policy problems, such as Covid-19, has created a window of opportunity for the development of new monitoring systems, geared towards policy coordination, improved anticipatory capacity and collaborative governance, enhancing preparedness to deal with complex and long-term problems. The authors also reflected on the role of PlanAPP in following up these new trends and as part of the response to current and future challenges in the field of public policy. Written by PlanAPP experts, Rita Carrilho and William Melo, the article is part of volume 7 (number 2) of the Portuguese Public Policy Journal, an online scientific journal dedicated to public policy, edited by the University of Évora and part of the Public Policy Monitoring Unit (UMPP).
