On Tuesday, 28 June, the workshop “Supporting decision-making with strategic foresight” brought together representatives from 26 Portuguese public sector bodies in a collaborative online session hosted by the OECD’s Observatory of Public Sector Innovation (OPSI), to discuss how strategic foresight can shape public policies.

The Finnish foresight system was showcased. Based on a systematic learning process and with more than 30 years of experience, it focuses on the evaluation of results and the evaluation of successes and failures based on a holistic vision of the development of Governance where the characteristics of traditional Public Administration characteristics encounter new public management and new public governance.

The session also featured presentations from Piret Tõnurist of OPSI on the OECD’s work on anticipatory innovation in governance and Peter Glenday of the School of International Futures on the use of strategic foresight by governments. Speakers highlighted the need for proactive government, anticipating various future scenarios and actively exploring options in practice.

The participants also had the opportunity to discuss governance by anticipatory innovation, strategic foresight systems and their practical use in supporting and strengthening decision making in governance.

This workshop is part of a series of meetings focused on the exchange of experience and learning with other international governmental organisations that adopt strategic foresight practices in decision making, and is included in module 3 of the PlanAPP – OECD Project “Supporting PlanAPP as a Core Competence Centre in Public Administration: Strengthening Decision-Making Processes and Policy Development in Portugal”.
